I am going into the Dog Insurance Business. Imagine having a business where suddenly the Government forces everyone, by Law, to buy your product! Billions are coming your way. I know attacks by Dangerous dogs are tragic. Fortunately, it is a very rare occurrence despite what the media projects. The odds are something like 1 in 100,000. You then have to question where all of the scare stories came from and who was behind it and what were they hoping to gain? Now you have the answer. There is also the issue of assuming that whole swathes of the public are likely to commit what is in effect a criminal act without them having done anything of the kind. It reminds me of the film 'Minority Report' where Tom Cruise runs a Government Programme that pre-empts murders via telepathic powers and captures the person who has yet to commit a crime. To paraphrase Benjamin Franklin:- Those who give up freedom and liberty in order to gain security will end up with neither.
